Be it enacted by tile general assembly, that the governor of this When free no- commonwealth shall at his discrction cmploy upon the public works ployedon public owned wholly or in part by the commonwealth, all or any free negroes works heretofore or who may hereafter be sentenced to confinement in the penitentiary, during tile whole or any portion of the term for which they may be so sentenced, or cause the same to be hired to the pro- prie.or of any iron works engaged in making iron to be used in manufacturing cannon or other munitions of war for tie use of the commonwealth of Virginia or of the confederate government, or any salt works or any other company engaged in the manufacture of iron, or any internal improvement company. 2. That the governor of the commonwealth shall, at his discretion, Slaves sen. t L. 1, wholl to likewise employ upon the said public works, all or any slaves who ho employed have been heretofore sentenced by the court to sale and transporta- tion beyond the limits of the United States, or who may hereafter be sentenced by the court to sale and transportation beyond the limits of time Confederate States, or who have been or may hereafter be convicted of an offence, the punishment of which has been or may be commuted by the governor to sale and transportation; or cause Ironworks the same to be hired to the proprietor of any iron works engaged in making iron to be used in manufacturing cannon or other munitions of war, for the use of the commonwealth of Virginia or of the con- federate government; or any salt works, or any other company en- gaged in the manufacture of iron, or any internal improvement company. 3.
