How and where counts shall, within thre months after such failure, file in the clerk's
taken        office of the circuit court of the city of Riclnond, with tie clerk
thereof, an accurate account of the amount with which any such she-
Juudgment to he riff or collector may be chargeable on account of such taxes; and
without notice thereupon such clerk shall enter up a judgment ngaiust such officer
and his securities for the amount wherewith he is so chargeable, with
lawful interest thereon from the time of such filu'e until payment
thereof, and fifteen per centum damages in addition thereto; which
judgment shall have the same validity and be subject in all respects
to tile like proceedings thereupon as if it had been rendered by the
court.

CmA. 3.-An ACT defining the Persons who may obtain a License.

Who may obtain  1. Be it enacted by the general assembly, that no liceise shall be
a license   granted to any person except a citizen of tle Confederate States,
and except to such person as shall have declared on oath that it is
bona fide his intention to become a citizen of the COnfederate States,
and that h' shall have renounced forever all allegiance and fidelity
to any foreign prince, potentate, state or sovereignty wlhtsoever;
nor slal a license be granted' to such person not a citizen, if such
declaration shall have been nmdo five years preceding the time of
making application for such liLense, in any court of the United States
or of the Confederate States, and such person shall have ftiled to
become a citizen according to law. Any license or certificate for
obtaining a license granted to any one not authorized to obtain the
same, shall be absolutely void.

What appro.    1. Be it enacted by tile general assembly, that the public taxes
priated     and arrears of taxes due prior to the first day of October eighteen
hundred and sixty-two, and not otherwise appropriated, and all other
branches of revenue, and all public moneys not otherwise appro-
priated by law, which shall come into tie treasury prior to tile first
day of October eighteen hundred and sixty-two, shall constitute a
general fund, and be appropriated for the fiscal year to close on the
