Watroquired of, 2. Be it further enacted, that no slave, free negro or mulatto shall,.

dog.        icense,) under any pretence whatever, keep or own a (log, or dogs of
owsss through any description whatever, nor shall such slave, free negro or mulatto, lie
the county with permitted to pass through any part of the county of Isle of Wight,
adog.      lhaving a dog with him or them, without permission in writing from the
owner of the slave or dog; and in case of any violation of this section,
it shall he lawful for any justice of the peace for said county of Isle of
Penalty.    Wight, upon complaint of any person aggrieved, to punis said- free
negro, slave or mulatto with any number of stripes, not exceeding
thirty-nino stripes.
Tax on dogs.  3. Be it further enacted, that it shall he the duty of the commissioner
of the revenue for the county of Isle of Wight to ascertain the numher
how conected. of dogs on the premises of all persons in said county; and whenever
there shall h)e found more than the number prescribed in the first section
of this act, there shall he levied a tax of one dollar each on the same, to
Proceeds, how  be collected as other county or state taxes; and the proceeds arising
applied.    from said tax to he paid to the school coinmissioners of the county of
Isle of Wight, to lte applied by them to the education of indigent chit-
dren, according to law.
Act to hn given  4. Be it further enacted, that it shall be the duty of the several courts
i.eharze to  of Isle of Wight county to have this net given it charge to their grand
grand Juries.  juries, whose duty it shall he to present ill violations'of this act, as other
misdemeanors, and the party or parties shall he liable to such fine as a
jury may assess.
To be submitted  5. But this act shall not take effect until the same shall have been
to voters.  suhmitcd to the voters of Isle of Wight county, Atnd adopted by them
at the next general election.
CHAP. 478.-An ACT repealing an act entitled an act imposing a tax on dogs
in the county of Middlesex, passed March 29th, 1851.
Passed January 19, 1853.
Acts 1850-51,  1. Be it enacted by the general assembly, that the nt entitled tin

reptealed,  is hereby repealed.

Tax on dogs an.  1. Be it enaeted hy the general assembly, that the county courts of
thorlied in cer. Fairfax, Prince William, Marion, Augusta, Monongaia and Jefferson
taa counties.  may levy a tax on (logs owned or kept in said counties respectively; and
to enable thorn to exercise this power, they may require the constables of
said eonuties to ascertain annually all the dogs in their districts, and
make return thereof to said courts, with the names of the owners
arrauged in alphabetical order.
Whatdogs      2. i laying such tax the said courts may discriminate so as to exempt
exempt.     altogether one dog in favor of each housekeeper: (provided, that free
negroes shall he prohibited from keeping any clog whatevcr,) and lay a
greater tax tupon each additional dog its to such courts may seem proper.
Who to pay tax. 3. The taxes so levied shall be paid by the persons respectively in
whose names the (dogs shill be listed, and the owner or occupier of any
house, lot or l)lantation about or upoiu which any (log may he kept or
permitted to remain, shall be deemed, for the purposes of this act, the
owner of such dog.
Finn for concest. 4. If any person shall conceal his (log, or sond] him from house to
tag dogs.   house, or to any place for the purpose of avoiding the tax, he shall pay
a fine of five dollars.
