To persons oflering for sale or barter any of the above-named articles in
any county in this state, without the limits of any town or city, a like
tax: Provided, That any person who takes out a liconse in any city or
town as aforesaid, shall not be required to pay any additional tax in the
county in which said city or town may be located.
Commencement.  5. This act shall be in force from its passage.
CHAP. 2.-An ACT appropriating the public revenue, and for other purpeos.

General fund.  1. Be it enacted b31 the general assembly, That the public taxes and ar-
rearages of taxes due prior to the first day of October last, and not
otherwise appropriated, and all other branches of revenue, and all pub-
lic moneys not otherwiso appropriated by law, which shall, come into
the treasury, prior to the first day of October next, and the surplus of
all appropriations heretofore made, shall constitute a general fund, and
Legislature and be appropriated as follows, to wit: To the expenses of the general as-
