1. Be it enacted by, the General Jissembly, That the taxes and General finid.
arrears of taxes due prior to the first day of October last, and not
otherwise appropriated, and all other branches of revenue, and all
public nonies not otherwise appropriated by law, which shall conie
into the public treasury prior to the first day of October next, and
the surplus of ll appropriations heretofore made, shall constitute

dollars; to the salaiies and allowances of the oflicers of civil go-
vernment, seventy-live thousand dollars ; to tile coin nissioners
of the revenue and clerks for examining conmissioners' books,
twenty.eight thousand dollars; to defrIay criminal charges, in-
cluding tile expense of guarding jails, fort-y-two thousand uollars;
to pay the interest on tihree bu-ndred and nineteen thousand dol-
lars of the seven per cent. debt, and on two certilicates of' six
per cent. debt held by the Literary Fund, twerity-th'ee thousand
seven hundred and seventy-three dollars ; to the sinking fund, fnr
the redemption of the old six per cent. nilitary debt, three thousand
dollars ; to the contingent expenses of courts, includiag allowan-
ces to attoa'neys, shei'ill's, clerks andl jailoirs, twenliy-five thousiand
dollars; for the layinert of p.rnsmiis allowed by ,l.', five thou-
sand dollars ; as a civil conlingent fund, fifteen thousand dollars ;
to Inilitia establishinent, including services of clerks, of courts of
enquiry, adjutants, provost-niartials and expresses, and f'or the
purchase tit' druous, fifes, anti the pay of ltnuic;ants, where the finei
of the regiment are insullicient, alnd al.u, includingir the pay of the
adjutant-general anti brigade inspectors, thirty thousand dollars;
to the internal charges of the penitentiary-house, four thousand
dollars; to the officers' salaries to the penitentiary, six thousand
two hundred dollars; for the transportation of criminals to the
penitentiary, six thousand dollars, ; to satisfy the balance of for-
mer appropriations to complete the penitentiary building, eight
hundred anti seventy dollars; to the public guard in the city o'
Richmond, fifteen thousand five hundred(l doll.rs ; for slaves exe-
cuted or transported, eight thousand doll.airs ; to expenses of re-
presentation to Congress and State Senate, five hundred dollars ;
to public warehouses, including pay of superintendants, six hun-
dred dollars; to civil prosecutions, including clerks', sheriff's and
marshals' fees, four hundred dollrs; to the expenses (f the guard
at the Lexington arsenal, three thousand six hundred dollars; for
the collection and transportation of arms, eight hundred dollars;
to satisfy the balance of an appropriation for improving the public
square, unexpended on the first or October last, two hundred and
ninety dollars; as a military contingent fund, including claims
for services durin the last war, one thousand dollars ; for the
transqortation of' public arms to the Lexington ai'senal, live hun-
dred dollars; to defray the expense of publishing the Map of
