CHAPTER 9.-An act appropriating the public revenue.

1. Be it enacted by the General Assembly, That the taxeJ and General fundcon
arrears of taxes, due prior to the first (lay of October. dst, not atitcd.
otherwise appropriated, and all other branches of revenue, and
all other pubIc monies, not otherwise appropriated by law, which
shall come into the public treasury prior to the first day of Octo-
ber next, and the surplus of all appropriations heretofore made,
shall constitute a general fund, and be appropriated as follows:
To the expenses of' the General Assembly, ninety thousand dol-.Scciio appropri-
la'rs.; to the salaries and allowances of the officers of the civil sios.
government, including allowances to sherifl and attornies for
attendance in circuit courts, and to marshals for attending. supe-
rior courts of chancery, ninety thousand dollars; to commission-
ers of the revenue, twenty-four thousand four hundred dollars;
to clerks of county and corporation courts, for examining corn-
missioners' books, five thousand dollars; to defray criminal
charges, including services of jailors for attending circuit courts,
*and guards in the country, thirty-five thousand dollars; to the
rublic services of circuit court clerks, threeathousand dollars;
as a civil contingent fund, eighteen thousand dollars; as a mili-
tary contingent fund, three thousand dollars; to pensioners, six
thousand five hundred dollars 4 to militia.eatablishment, for the
services of clerks of courts of enquiry, adj(itants, provostq mar-
tial, and expresses, and for the purchase of drums, fifes, colors,
and the pay of musicians, where the fines in the reginient are in-
sufficient,,twenty-two thousand dollars; to the officers of militia,
including adjutant general and brigade inspectors, five thousand
dollars; to purchase raw material!, tq be manufactured in the
nublic jail and penitentiary, and which sun shall only be drawn
on the order of the directors of that institution, as they may
.4 cause, twenty-five thousand dollars; to defray the expen4s
the internal operations of the institution, ten thousand dollars;
the officers of the penitentiary, for their services, (all commis.
....ns allowed to any of said officers being henceforth to cease and
determine,) five thousand nine hundred dollars; to the expenses
of removing criminals from the county jails to the penitentiary,
seven thousand dollars; to the public manufaictory of arms, in-
cluding he salaries of officers, twenty thousand dollars; to gun
carriages, collecting and removing arms, four thousand dollairs;
to the public guard in the city of lIichmond, fifteen thousand dol-
lars; to expenses of representation to congress, and state senate,
five hundred dollars; to pay for slaves transported anti executed,
fifteen thousand dollars ; to public warehouses, including Vay of
superintendents, two thousand dollars; to clerks, and shiciiflIs,
and marshals' fees, five hundred dollars; to the support of the
lunatic hospital, ten thousand dollars; to the expenses of' the
guards of the public arsenals, five thousand dollars; to the sink-
ing fund, one hundred thousand dollars; to re-imburse loan to
bank of Virginia, and Farmers' bank of Virginia,. fifty-one thyu-
sand five hundred dollars; to pay for 1-cning's Statutes at Large,
four thousand dollars; and to pay Joseph Yackson for his extra
Services rendered the state in arranging and examining the audi-
