CP'.vf., Jnulary 18, 180-4 W HEREAS it has been representtd to this p~resent general Prramnhh. assembly, that the establishment of an artilicial turnpike road from Charlestown, in the county of Brooke, to the Virginia and Pennsylvaia state line, near the farm of Francis M';ui, . would grcatly facilitate the transportation of prpe rtv, and the travelling of people, from the middle and eastern states, to the western states and territories; by putting it in the power of the good people of Pennsylvania, to connect withl the sail road, one continued artificial highway, from the city of Philadelphia, and one other continued artificial highway from the Potowmac river to the Ohio river, at Charlestown aflresaid, by forming an artificial road, from Washington, in the state of Pennsylvania, to intersect tha federal highway, from the Potowmac river to the Ohio rivrr at Wheeling, at some point bh:tween Washington and Brownsville, oi the Monongalia river: And whereas, it is of public importance, that the good people of Pennsylvania, in their wise endeavors to f ici- litate the communications between the eastern and western witers, should be seconded by the exertions of the good people of this state : 1. Moses Congleton, John Council, Nicholas P. Tilliaghast and tiiab James Perry, for receiving and entering subscriptions, to the amount of fifteen thousand dolla:rs, fojr the purp(,e of making the rod aforesaid, in three hundretd shar.s, of fifty dollars each, which books shall rk main opcin, until the whole sum shill lie sub- scribed, providud, that shall hazppcn on or before the first day of July, in the ycar one thousand vight hundred and ninev ; and so joont ai the whole sum shdll lie subscribed, a grneral ulerting of the suhiribers shall he convened hy the persons above namnd, or such of them as shall have cte.d, to be held at the courthouse in Charlestown, and thenceforth the said subscribers and their heirs and assigns, shitall be, and they are heteby declared aiad constituted
