B BE it enactedby the General 4.senzbil, That Thomas L. Preston,
Esquire, be, and he is hereby authorise'd, to proceed in the
name of the attorney general of this commonwealth, and in such
legal manner, as to hipq shall seein best, to recover of R;chard
Clough Anderson, his executors or adminia.trators, so much mn-
ney, as under, and by virtue of, the act passed in the year one
thousand seven hundred and eighty-three, entituled, an act for
surveying the lands given by law, to the officers and soldiers on
continental and state establishments, and fQr other purposes,
shall have been paid to the'said Richard Clough Anderson, as a
principal surveyor, and for the purposes mentioned in the third
section of the above recited act, And it shall be lawful for the
said Thomas L. Preston to appoint an attorney or attornies, with
power to do and perform any act or thing which might be person,
ally clone by the said Preston, in carrying this act into effect,

B E -it enacted by the General Assem6ly, That if any slave or Pena(ltyeslaves
slaves at any time hereafter, shall wilfully and maliciously, for btntingbarn,
burn or set fire to any barn, stable, cornhouse or other house, or
shall advise, counsel, aid, abet or assist any slave or slaves, free
negro or mulatto, to cominit either of the s'aid dffe'nces; being
tlercof lawfully, convicted, if the amount of Jhe btirning he of the
value of ten dollars, he, se or iey, shall b6 deemned, guilty of fe-
