sufficient to execute process, on the President, either in person or by leaving a
copy at the office of the company, with some white person attached to this om-
pany over the age of eighteen years

during the term of twenty years from Its passage.

wreno 1. Be U enacted by the Legislaturs qf the State of Texia, That all the
free white Inhabitants of the City of Galveston, shall continue to be a body
Plitid o orate, with perpetual succession, by the name and style of
The Coity of Waveston, and as such, by that name, shall be a pable of con-
tratindg and being contracted with, suing and being sued, impleading and
belng Impleaded, answering and being answered unto, In all courts and pfaces,
and inall matters whatsoever; may pitrchaae and hold real, personal and mixed
roetand dispose of the same for the benefit of the said City  and may
eeaduse a corporate seal, and change and renew the same at pleaure.
Suo. 2. That the limitip of the said City shall continue to be all that section
of territory lying between Seventh Street, on the East, aAd Yorty-first Street on
the West, as defined on a certain Chatd or Town Pat, heretofore laid off by the
Galveston City Company, and between the waters of the Gulf of Mexico, on the
South and Gaiventon Bay on the North; Provided, nevertheless, That the Muni-
cipal Ilegulatlons of the said City shall extend over the harbor and anchorage
Immediately North of the same; and provided further, That the said limits may
be hereafter extended by adding additionsa tertory to-the same, whensoever
the majorIty of ths inhaltiants of said territory shall Indicate a desire to be
Included within the limits of said City.
So. s. That the municipal affairs of the said City shall be administered by
a Mayor, a Recorder, twelve Aldermen, a Treasurer, an Assessor and Collector,
a Clerk, a Marshal, a Superintendent of Streets, and such other subordinate
offieors as the Board of Aldermen may, In their sound discretion, deem neopsary
to the de regulation thereof.
Suo. 4. That every free white male person, not d tsqtalofied by law, who
sha. have attained the age of twenty-one years, and become a citizen of is
Stt eo and shall have resided within the limits of the said City. for twlve
mous next preceding the election, sod who shall be possessed of real estate
4n the same, to the value of three huhdred dollars or upwards, or who shall,
have served In the army or navy of the Confederate States, or In the Stat.
Troops, and have been honorablydischarged, and none other, shall be entitled to
vote for Mayor and Aldermen of the said City, Provided, nevertheless, That no
person belonging to the regular army or navy of the Confederate States, shall
be so entitled.
Sue. 5. That, as It is eminently just and proper t iat tho  who levy the
itaxesb and expend the money of the people, should be themselves of these who
Pay the. taxes ;therefore, to encourage economy 'in the aministration of the
af~Insof said City, no person shall be eligible to the office .of Mayor,. Rocorder,
or Aldermen of said City, unless, in addition to his being qualified to be a voter
therein he be possessed .In his own right, of real estate within the limits, of
said 041y to the valne of three thousand dollars (including the Improvemuents)
free from Incurabrance.
