SEa. 2. That payments shall be made to the parties entitled
thereto by the Comptroller of the State, every threb months, on
pay rolls properly certified, and in case there shall not at any
time be a sufficient amouLt of funds (over and above what may
be necessary to defray the ordinary current expenses of the gov-
ernment) to make said payment, then it shall be the duty of the
Comptroller, Treasurer and Governor to issue a'warrant on the
Treasury for such amount, in accordance with existing: laws on
the subject.
SEC. 3. That this act tako effect and be in force from and
after its passage.

CHAPTER XXII.
AN AOT Supplemental to an act entitled An act to provide
for submitting the ordinance of secession to a vote of the
people, .paaed at the present session.
SECTION 1. Be it enacted by the Legislature.of the State of
Texas, That the Governor be and. he is hereby authorized and
required to istue f)rthwith his proclamation for the election pro-
vided for in the act to which this is a supplement,' directing the
vote to be taken and returns to be made in the marner prescribed
in said act, and in the ordinance of the Convention On the sub-
ject.
SEC. 2. In addition to the returns to be made as provided fn
the ordinance aforesaid, it shall be the duty of the county
officers to whom r~turns of said election are made, to make
returns-of their respective counties to the Secretary of State;
and such returns shall be filed, and counted by him in the
presence of the Governor and Attorney General; any returns
received, within fifteen days after the second day of M arch, 186J ,
shall in like manner be filed and counted, and all such retur a
shall become a record of the State Department.
SEC. 3. That this act take effect and be in force from  and
after its passage.
Approved, with a protest against the short time allowed for
notice, February 9, 1861.
