JOINT 1RESOL UTIONY proposing an amendment to the
State Constitution.
Be it Re8olved by the Legislature of the State of Texas,
That the 3rd Section of the 10th Article of the Constitu-
tion of the State shall be so amended as to read as follows,
Viz :
SECTION ;. All public lands, which have heretofore, or
which may hereafter be granted for public schools to the
various counties in this State, may be sold by the County
Courts of each county to which the lands belong, or by such
tribunals as may succeed to their jurisdiction, by consent of a
majority of the legal voters in safd counties, and under such
general rules as the Legislature may, from time to time, pre-
scribe. Provided, that the principal of the proceeds of the
sale of such lands shall be retained, and invested as a perma-
nent school fund for the counties owning the same, aid the
interest only shall be used for educational purposes.

CHAPTER 26.
JOINT PESOL UTIONS in resplonse to the Governor's Mes-
sage on Kansas Affairs.
WHEREAS, There exists, and has existed, a violent determi-
nation on the part of a portion of the inhabitants of the
Territory of Kansas, to exclude, by force, the citizens of'
the slaveholding States from a just, equal and peacefil par-
ticipation in the use and enjoyment of the compinon prolper-
ty and Territory of the members of the confederacy ;
And,   lihereas, This determination, owing to the state of
political feeling in the Northern States of the confederacy,
operating upon the Federal Govrnmnent, may become efic-
tual, and the exclusion perpetual-Therefore,
