An Act Supplementary to an act entitled An Act to Incorpo-
rate the Town of Carthage, in Panola county, approved
January 1, 1852.
Sr1-jloN 1. Be it enacted by the Legislature of the State of
Texas, That the Mayor of said corporation shall receive a
Commission and be qunalified as a Justice of the Peace of said
county, having jurisdiction orsy within the corporate limits of
said town ; lie shall be entitled to the same fees as are allowed
by law to Justices of the Peace, and to such additional coin-
l)ensation as a maijor:ty of the Board of Aldermen may deem
proper ; li shall liohl' his courts on the second Saturday in
each month ; provided, nothing herein contained shall be so
construed as to prevent said Mayor from lioldi ng a court at any
other time for tei trial and ipunishment of otenders against the
by-laws or ordinances of said town.
SEc. 2. That the Constable of said town shall be qualified
in every respect as a Constale for said county ; lie shall have
the same jurisdiction and be entitled to the same fees ; be
shall execute and return all writs directed to him by the Mayor
and shall perform all other duties required of hinmby the cr-
rz'ate Council of said town.
Siac. 3. That the Mayor and Board of Aldeimen shall have
power to levy a tax on all property, real and personal, within
the limits of said corporation, riot to exceed one per cent, ad
valom'm, and may collect the same ; they shall have power to
levy and collect a license tax upon all tippling-houses, billiard
tables, nine or ten pin alleys, and on all nercantile and grocery
establishments of said town ; said tax, when collected, shall be
applied to the improvement of said town ; they shall have
power to prescribe the nanner of collecting and assessing the
taxes due said corporation, and shall have and exercise a gen-
oral control over the linancial affairs, alleys, streets, the public
works and buildings within the limits of said town.
SEe. 4. That all free males between the ages of eighteen and
forty.five years, and all male slavus between the ages ol six-
teen and sixty years, shatll be liable to work on the streits
of said town not more than ten days in each year, and for a
failure or refusal so to do when warned in accordance with
the laws of the State, they shall be liE Ae to the same penalties
