Sec. 21). That if any person elected or appointed to office inder
this charter, fail to qualify within ten days after his election or ap-
pointinent, the board shall have power to declare the office vacant,
and order anolher eleclion.
8ee. 21. That all officers shall, before entering on the duties of
their respective oflices, make oatlh to faithfully perform the duties
of their respective oilies.
See. 22. That elections shall be ordered to be held at least ten
days before the expiration of the term of the ollice of the officer
designated by this charter.
See. 23. That all contests in elections shall be determined by
the Board of Aldermen; provided, however, that the elections held
by order of the Chief Justice of Leon county, shall, if contested,
be determined by the county court of said county.
See. 24. That the books and records of said corporation shall at
all times be open to the inspection of any citizen of said tqwn.
Sec. V5. And that this act lake effect from and after its pas-
sage.

CHTAPI'EI LXXIV.
An Act to incorporate the town of Clarksville, in Bed River
County.
Section 1. Be it enacted by the Legislature of the State of
Texas, That the citizens of the town of Clarksville, in Red 'iver
county, be, and they are hereby created and declared a body p~ditic
and corporate, by the name and style of the corporation of the
town of Clarksville; and by that name may sue and be sued, plead
and be impleaded, and may hold and dispose of property, both
real and personal, within the limits of said corporation.
See. 2. That the corporate limits of said town shall be as fol-
lows: commencing at a point upon the line of a survey made for
W. H. Vining, due west of the courthouse; thence north six hun-
dred yards; thence east twelve hundred yards: thence south to the
point where a south line would interset the line of Thomas J.
Riehie: thence westwardly with said iliehie's line to a point in
the line of said Vining's siurvey; thenec with said line to the place
of beginning.
