council of the said city, shall have power to construct wharves
on the banks of the Buffalo bayou, within the limith of the corpo-
ration of said city, and such other improvements a may be ne-
cssary for the better navigation of said bayou, and for the con-
venience oflanding vessels and their cargoes, and to lay contri-
butions upon all Isuch vessels and cargoes as may land at the'
said wharves, and to collect the same to defray the expenses
thereof.
SEC. 7. Be itfurther enacted, That the mayor and cify
council of said city shall have power to regulate the price of
wheat bread, according to the tarket pIles of wheat flourf.
SEC. 8. Be it further enacted, That the fifth section and
the tenth section, so far as relates to the city of Houston, of the
act to which this is a supplement, be, and they are hereby

'That the citizens of the town of Beaumont be, and thpy are hete-
by declared a body politic and corporate, by the name and title
of ,,The Corporatioti of the Town of Beaumont; and by that
name may sue and be sued, implead and be impleaded; and may
hold and dispote of feal and persondl estate in said tofn; and
shall have a common seali which they mntty alter at pleasure.
SEc. 2. Be it further enacted, Phttt an election shall be
held in said town on the first Monday in January of every fear,
for a Mayor, a Constlible; a Treastirer, and four Aldermen :-the
election shall be conducted by the mayor and two aldermen ; and
persons so elected shall continue in office one year, or util their
,t4tccossors are qualified. The mayor Sd elected shnll be commis-
sioned by the chief justice of Jefferson county, and iliall have all
