Be it Cnacted by the senate and: house of representa. iives of the republic ofTexas, in congress, assei.bled, That th county courts of the several counties of this republit, shall -have full power to order the layingout ptblic roads, when necessery, . and to discontinue or aler such roads as shall at any time prove useless.
