Be it enacted by the General Assembly of the State of Tennessee, That sections 1075 and 1083 of the Code, be and the same are hereby repealed, and that hereafter the Sec- retary of State, as Internal Improvement Commissioner, shall only be required to make semi-annual settlements with the Internal Improvement Companies in which the State is the owner of stock.
