CHAPTER 258.
AN ACT for the boneflit of the CItizensof Columbia, and for other purposes.
SEC TION 1. BeC it enac/Cd by the General AssemblY of th
Staic of Tennessee, That the Mayor and Aldermen of
Powrs A thle town of Columbia, shall have power to appoint and

dor*n.   regulate the police or the toWil of Columbia ; to im-
pose fines, forfeitures and.penalties for the breach of any
ordinance, and to provide for their recovery and appro-
printion.
Sec. 2. To prevent and punish by pecniary penal-
ties all breaches of' the peace, noise,. dilturIbnce or
disorderly assemblies in any street, house, or pdce within
the limits of the Corporation, whether the same be by
day or nig-ht.
S&c. 3. To provide for the arrest and confinement
until trial of all riotous and disorderly persons within
the limits of said corporation by day or by niight; and
to authorize the arrest and detention of all free negroes,
slaves, or susnicious persons, found violating any or-
din ance of said Corporation.
Sm. 4. Be it cnacted, That the corporation consta-
ble, shall have power to execute State warrants and
other process which constables generally have the pow-
er to execute within the limits of the corporation.
Sc. 5. Be it enacted, That the second sbtion of an
act entitled  An act to amend an act, entitled an act
to incorporate the inhabitants of the town of Columbia,
in the County of Maury, passed January 28, 1848, he
and is hereby repealed, and be it further enacted, that
the Mavor and Aldermen of the town of Columbia,
shall have power to open, alter, abolish, widen, extend,
establish, grade, pave or otherwise improve, clean and
keep in repair streets, alleys, and side-walks, or to have
the saie done. Provided, That a reasonable compen-
Fation shall be paid to such person or persons whose
ground may be taken or rights aff(cteCd in thus widen-
ing, extending, improving &c., such streets, alleys, or
side walks, and the said ground shall not be taken for
such purpose, until such compensation shall have been
first paid or an offer to pay the same and a refusal to
receive the said compensation by the person owning
said ground ,provided further,that said compensation may
be fixed by three disinterested persons at least to be
selected by the Mayor and Aldermen,and the owner of
such ground or' by either of them in case of refusal by
the other party to make a selection.
