Be it enacted by the General Assembly of the State of Tennessee, That all that district of country, con- Boundaries. tained within the following limits, to wit: Beginning at a point in the middle of the main channel of the Missis- sippi river, opposite to the centre of Union street, thence eastwardly, with a line passing through the centre of Union street, to the western bank of Bayou Gayoso, thence down said Bayou, with the western bank of the same to the point of its intersection with Wolf river; thence down Wolf river with its north western bank, to its intersection with the Mississippi river; thence down the Mississippi river, to a point opposite the north side of Market street, thence to a point in the main channel of said river, opposite the said north side of Market street, thence down the main channel of said river to the begin- ning, is hereby erected into a City, by the name of the City of Memphis. SEC. 2. Be it enacted, That the inhabitants of the Inconrporation said City of Memphis, as the same extends and is laid and powers. out above, are hereby constituted a corporation and body politic, by the name aid' style of the Mayor and Alder- men of the City of Memphis, and by the same name, shall have succession for ninety-nine years, shall sue and be sued in all courts of law and equity and in all actions whatsoever; may purchase,receive and hold property, teal and personal, within said City, and may sell, lease, or dispose of the same for the benefit of the said City; and may purchase, receive, and hold property, real and per- sonal, beyond the limits of the City, to be used for the burial of the dead, for the erection of water-works, for the establishmenrt of a hospital, for a poor house, work house or house of correction; and may sell, lease, and dispose of such property forthe benefit of the Cityjand do all other acts touching the same as natural persons, they shall have and use a common seal and may change it at pleasure. SEc. 3. Be it enacted, That there shall be a city council Board of May toconsist ofaMayorand Board ofAldermen. The Board or and Alder, of Aldermen shall consist of two members from each of .ne. the wards, as at present organized chosen by the qualifi- ed voters of each ward respectively for one year; no per- son shall be an Alderman, unless he be a citizen of the State of Tennessee and a bona fide resident and free- holder in the ward for which he is elected.
