SEC. 3. Be it enacted, That the town constable for the censtable of
town of Rome, in the county of Smith, shall reside in the Rome.

cute all process coming to his hands, in any part of said
county of Smith.

CHAPTER CCVIII.
An Act to incorporate the town of Clarksville.
SECTION 1. Be it enacted by the General Assembly of the
State of Tennessee, That the town of Clarksville, in the coun- Incorporation,
ty of Montgomery, and the inhabitants thereof, are hereby
constituted a body politic and corporate, by the name and
style of the Mayor and Aldermen of Clarksville, and shall
have perpetual succession, and by their corporate name may
sue and. be sued, plead and be impleaded, grant, sell, pur-
chase and hold property, real, personal and mixed, and
may have and- use a corporate. seal.
SEC. 2. Be it enacted, That the corporation aforesaid shall 1l.-aw,.
have full power and authority to enact and pass laws ne-
cessary and proper to preserve the health and comfort of
the town; to prevent and remove nuisances; to establish
night watches and patrols; to ascertain, when necessary,
the boundaries of streets, lots and allies; to restrain and pro-
hibit gaming; to provide for licensing, taxing, regulating
and restraining theatrical or other amusements or shows
within said town; to pave-and keep in repair streets; to pass
all laws necessary for the. same; to erect and regulate mar-
kets; to restrain tippling houses; to prevent slaves hiring
their time, owning or having property of any description, or
keeping tippling houses within said town; to appoint a re-
corder, treasurer and town constable; to provide for licens-
ing and regulating fire companies and the sweeping ofchim-
neys; to tax all property and privileges in said town, which
may be liable to taxation by the laws of this State; to im-
pose and appropriate fines and forfeitures for the breach of
their by-laws and ordinances necessary to carry the intent
and meaning of this act into effect: Provided, They are not
inconsistent with the constitution and laws of this State.
SEC. 3. Be it enacted, That the said corporation shall have Powert.
