Be it enacted by the General Assembly of the State of Ten- nessee, That in the counties of Smith, Giles and Lincoln, where agents were appointed by the legislature to man- age the common school fund; and also a clerk directed to be appointed by the board of common school commission- ers, said duties of agent and clerk shall be perfothed by the agent alone. * F.
