AN ACT TO GRANT EXEMPTION TO OERTAIN FIEE PERSONS OF COLOR               A.D. 1861.
WIIO SHALL RETURN TO THIS STATE, RosI PENALTIES NOW 1PRO-
VIDED BY LAW.                                                          No. 4583.
I. Be it enacted by the Scuato and House of Representatives, now met
and sitting in General Assembly, and by the authority of the same, That all rroo negroes,
and every free colored pers4on and persons, residents of this State, who, ruAn Sto Sta
during the present war, has or have left, or may leave, this State, in any
occupation or employment of a military character, or in the employment of
any person connected with the military service of this State or the Con-
federate States, may be at liberty to return to this State, and remain within
the same, free from the penalties now provided by law against the return of
free persons of color who have left this State.
In the Senate House, the twenty-first day of December, in the year of our
Lord one thousand eight hundred and sixty-one, and in the eighty-
sixth year of the sovereignty and independence of the State of South
Carolina.

AN ACT TO INCORPORATE THE CAROLINA INSURANCE COMPANY.                No. 4584.
. Be it enacted by the Senate and House of Representatives, now met and
sitting in General Assembly, and by the authority of the same, That the per- Namo.
sons who shall become stockholders, in the manner hereinafter prescribed,
shall thereupon become, and they and their successors and assigns shall be,
one body politic and corporate, under the name, style and title of the
Carolina Insurance Company.
II. The capital stock of the said company shall be two hundred thousand Capital stock.
dollars, which shall be divided into eight thousand shares of twenty-five
dollars each, and shall be raised in the following manner: The following commissioners
persons shall be, and they are hereby, appointed Commissioners to receive to open books,
subscriptions, on the several plans hereafter named : Augustus L. Tobias,
Henry Cobia, and George A. Walter, and said Commissioners, or a majority
of them, shall, at Charleston, on the thirtieth day of December, instant,
from nine o'clock of the forenoon until five o'clock of the afternoon, at
such place in Charleston as they shall appoint, receive subscriptions to
