AN ACT TO AMEND THE LAW IN RELATION TO WEIGHTS AND MEASURES.
No. 4161.
Be it tuacted by the Senate and I-louse of Represontatives, now met and
sitting in General Assembly, and by the authority of the same, That the
Governor be, and he is hereby authorized to procure, or cause to be made,
Weights & a sufficient number of the weights and measures established by law, to
measurestobe
furnished to furnish each Clerk of the Court of Common Pleas and General Sessions in
each District. the several Judicial Districts in this State, which are not already provided
with the same; the cost and expenses of making the same to be paid for as
provided by an Act passed on the eighteenth day of December, Anno
Domini, one thousand eight hundred and forty, entitled  An Act to pro-
vide Weights and Measures in each District.
In the Senate House, the twentieth day of December, in the year of our Lord
one thousand eight hundred and fifty-three, and in the seventy-eighth year
of the Sovereignty and Independence of the United States of America.

No. 4162. AN ACT FOR THE ESTABLISHMENT OF A GENERAL SYSTEM OF REGISTRA-
TION or BIRTHS, MARRIAGES AND DEATHS IN THE STATE OF SOUTIT
CAROLINA.
I. Be it enacted by the Senate and House of Representatives, now met
and sitting in General Assembly, and by the authority of the same, That
Duty of tax- from and after the passing of this Act, it shall be the duty of the Tax-Col-
collectors. lectors of the different Districts and Parishes in this State, to require of
the inhabitants of the said Districts and Parishes, at the time of making
their general tax returns, a separate return, stating the number of whites,
male and female, who have been born, married, or who have died during
the year in their respective households, and the number of blacks who have
been born, or who have died during the same period, and return the same
to the Comptroller General.
II. That two Registrars shall be appointed by the Governor, one in Co-
Registrars lumbia and one in Charleston, whose duty it shall be to receive from the
appointed.  respective offices of the Comptroller General in Charleston and Columbia,
