COMMITTEE ON FEDERAL RELATIONS.
In Senate, Dec. 14, 1838.
The committee on Federal Relations, to which was referred the Resolu-
tions on the controversy between the States of Georgia and Maine, beg leave
te report:-That they have considered the resolutions submitted to them,
and recommend that the same be adopted.
WHEREAS, this Legislature has learned, with deep concern, that a serious
controversy has arisen between the States of Georgia and Maine, in relation
to an alleged violation, on the part of the latter, of that important provision of
the Constitution of the United States, concrning the apprehension and trial of
fgitives from justice.
AND WHEREAS, this Legislature has received no ofricial information of the
facts and circumstances attending this subject, or of the course which our
sister State of Georgia deems it due to herself and the Constitutionto pursue.
AND WIIEREAS, it is the solemn duty of every member of this Confederacy,
to protect and defend the national compact, and to insist on a strict and fiith.
fI observance of all its provisions, by every sovereign party thereto.
Therefore Resolved, That with a view to a filll and correct understanding
of the subject, and the adoption of such measures as our constitutional obliga.
tions may require, the Governor of this State be required to correspond with
the Governor of Georgia, and obtain exact and official information of all the
particulars relating to the alleged infraction of the Constitution of the United
States, by the State of Maine, and all the proceedings consequent thereto, and
to communicate the same to this Legislature, at its next Session.
