COMPTROLLER GENERAL
TO THE
LEGISLATURE OF SOUTH-CAROLINA.
NOVEMBER, 1837.
To the Honorable, the Speaker, and other members of the House of Representatives of
South.Carolina.
The Comptroller General respectfully submits his Report upon the transactions of his
Department, for the year bnding the 30th September, 1837, with the following Exhibits:-
No. 1-Is a statement of the cash transactions at the Treasury of the Lower Division,
between the 30th September, 1836, and the let October, 1837.
No. 2-Is a similar Exhibit of the transactions at the Treasury of the Upper Division,
fbr the same period.
No. 3-Is a Table of Taxes of the Lower Division of the State, showing in detail the
whole amount of taxable property in acl Election District of the Division.
No. 4-Is a like Exhibit of the taxable property in the Upper Division.
No. 5-Cover the monthly Reports and Vouchers from both Treasuries, for the last fiscl
year.
No. 6- -Is a Report from the Treasurer of the Lower Division on the sinking fhnd.
No, 7-Contains a statement in detail of the debts and credits of the State, showing .
balance in favor of the State, of five hundred and thirty-eight thousand two hundred and
thirty-seven dollars and twenty-eight cents, (538,237 28.) No's 1 and 2, show that the bal.
anee of cash which remained in the Treasury on the 30th day of September, 1836, was
$382,124 62.  The Receipts into the Treasury from that period to October 1, 1837,
amounted to $302,978 89. Making together the sam of six hundred and eighty.five then.
sand one hundred and three dollars and fifty-one cents, ($685,103 51.) The expenditures
during the year just ended, amounted to three hundred and eighty.eight thousand fifty.
four dollars and forty.eight cents, ($388,054 48.) Leaving a balance of cash in the Treas
ury on the lst October, 1837, of two hundred and ninety-seven thousand forty.nine dollars
and three cents, ($297,049 03 ) This sum includes undrawn balances of appropriations,
nade at the last session of the Legislature, which amount to upwards of eighty thousand
dollars, ($80,000.) No. 6 shows that the amount of the sinking fund, on the 30th day of
last September, was seven hundred and cloven thousand nine hundred and thirty-nine dol.

The Comptroller General having been appointed Receiver of the Surplus Revenue, which
became due to the State under the provisions of the Act of Congress of June, 1836, cont.
municated with the Treasury Department at Washington, immediately after the adjourn.
ment of the Legislature, and received a notification in reply from the Head of that Depart.
ment, that the amount of the apportionment for South Carolina, would be one million, four
hundred and one thousand eight hundred and ninoty-six dollars and twelve cents,
($1,401,896 12,) and that the payments thereof would be made quarterly, in four equal in-
stalments: that is to say, three hundred and fifty thousand four hundred and seventy.four
dollars and three cents, ($350,474 03,) on the first days of January, April, July, and Octo.
ber of the present year. The three first of these were received in the months in which they
were respectively due: that is to say, on the 17th January, 3d April, and 1st July, and paid
over immediately into the Bank of the State of South Carolina. The whole amount ro.
ceived being one million fifty-one thousand four hundred and twenty-two dollars and nine
cents, ($1,051,422 09.) The payment of the fourth instalment which would have been
payable on the 1st of October last, was suspended by the Act of Congress, until the lst of
January, 1839. The Legislature having made a specific disposition of this fund, it has not
been included in the transactions of the Treasury Department, but stands charged on the
Books of this Department to the Bank of the State of South Carolina, and has been car-
ried to the credit of the Treasurer of the United States.
Conformably to the Act of the Legislature, directing a subscription of one million of dol.
lars in the Louisville, Cinciunati and Charleston Rail Road Company, provided certain
amendmnents were made to the charter granted bythe State of Kentucky. The Comptroller
