TO THE
LEGISLATURE OF SOUTH CIROLIN,
NOVEMBER 28, 1836.
To the Honorable the Speaker, and other Members of the Ifouse of Representatives of
the State aforesaid, the Comptroller General respectldly submits the following
RE-PORT AND STATEMENT:
No. 1. contains the Receipts and Payments at the Lower Treasury, in Charleston, be.
tween the 30th day of September, 1835, and the lst of October, 1836.
No. 2. contains the Receipts and Payments of the Upper Treasury, in Columbia, for the
same period.
No. 3. Exhibits the Monthly report of both Divisions of the Treasury for the last fascil
year.
No. 4. Exhibits a detail of the Taxes of the Lower Division, showing, in a particular-
manner, the whole amount of taxable property in each Electinn Distrint nf thi State.
No. 5. is a similar Exhibit of the Taxes of the Upper Division.
No. 6. is a Report of the Treasurer of the Lower Division on the Sinking Fund.
No. 7. is a particular statement of the Debts and Credits of the State, by which it will be
seen that the balance in favor of the State amounts to five hundred and six thousand, six
hupdred and thirty-seven dollars, ninety cents-$506,637 90-100. Of this sum, nearly
forty thousand may be considered lost, being balances due by former Sheriffs, Tax Collec.
tors, Coroners, &c. the parties being either dead, removed from the State, or insolvent.
Exhibits I and 2, show that the balance of cash in the Treasury on the 30th
day of September, 1835, was     -      -     -                      $342,563 05

As the present Legislature is largely composed of new members, some of whom may not
have had opportunities of becoming acquainted with the general condition of the fiscal con.
corns of the State, and as it is understood that applical ion will be made for extensive pecu.
niary engagements on the part of the State, the Comptroller deems it his duty zo submit
such particulars in relation to the finances as may be necessary to a correct understanding
and determination on the subject.
The liabilities of the State on the 1st day of last October, amounted to $1,796,571 16-100.
Of this amount, $1,753,767 82-100 consists of State stock, bearing an annual interest of
$91,913 04, as will appear from the following specification, viz:
$193,767 82-100, old 3 per cents, redeemable at the pleasure of the State.
800,000, 6 per cents, of 1820,     1st Jan. 1840
200,000, 5       1822,                1842
250,000, 5       1824,                1844
300,000, 5       1826,                1846
10,000, 6                   4        1350
The remainder consists of undrawn balances, &c.
