To the Honorable, the Speaker, and other members of the House of Representa-
tives of the State of South Carolina.
The Comptroller General respectfully submits the following Report and Exhibits.
No. 1-Is an Exhibit of the cash transactions. at the Lower Treasury, betweei
the 30th September, 1834, and the lst October, 1835.
No. 2-Is a like Exhibit of the transactions at the Upper Treasury, for the same
period.
No. 3-Isa tabular Exhibit of the Taxes of the Lower Division.
No. 4. I a similar one of the Upper Division.
No. 5 and 6-Cover the Monthly Reports, (and Vouchers) from the Treasurers of
the two Divisions of the State for the past fiscal year.
No. 7.-Is a Report on the Sinking Fund.
No. 8-Is a statement in detail of the Debts and Credits of the State, by which it
will be seen that there is a balance in favor of the State of four hundred and thirty
thousand, eight hundred and eighty-seven dollars eighteen cents, $430,887 18, of this
sum it may be proper to remark that a portion, about thirty thousand dollars con-
sisting of old debts, will probably not be collected, seeing that the parties have either
removed, or are dead, or insolvent.
On the first day of October, 1834, there was a balance of cash remaining in the
Treasury, (as shown in No's. I and 2,) amounting to two hundred and three thou-
sand and twelve dollars seventy cents, $203,012 70. The Receipts into the Trea-
sury b tween that time and the first of October 1835, have amounted to three hun-
dred and ninety-two tousand nine hundred and seventy-five dollars and eigh-
teen cents, $392,975 18; making the sum of five hundred and ninety-five thou-
sand nine hundred and eighty-seven dollars eighty-eight cents, 595,987 88.-
The Expenditures during the same period have been two hundred and fifty-three
thousand four hundred and twenty-four dollars eighty-three cents, $253,424 83;
leaving a balance of cash in the Treasury on the first day of October 1835,
of three hundred and forty-two thousand five-hundred and sixty-three dollars and
fie cents; about one hundred thousand dollars of this amount will be required to
meet the current demands of the State until the receipt of the Taxes in May next;
the. remainder, say two hundred and forty thousand, may be applied to the account
of the Siziking Fund, or to such other purposes as the Legislature may direct, with-
out affecting the ordinarY transactions of the Treasury Department. The Legisla.
ture will perceive, by referring to No's. 1 and 2 of the accompanying documents,
tmat more than one fourth of the income of the past year was derived from a source
purly incidental; the Incorporations of which were required to pay to that. amount
in consideration of their Charters; independently of this item in the receipts.of the
year just closed, the income has exceeded the expenditure by nearly forty thousand.
