ing in which, a permit is now required by law, he or she shall, if a
white person, be deemed guilty of a misdemeanor, and upon coil-
viction thereol, shall be fined in a suni not exceeding one thousand
dollars, nor less than two hundred dollars, (one half whereof shall
go to the infbrmer,) and lie or she shall bc iiprisoned not less
than one month ; and if a fcre person of color or slave, shall he
whipped according to the discretion of the magistrates and free-holders
before whomi he or she is convicted.
SEe. 5. That if any shop-keeper or trader, within the parishes of Plenalty for 1r-
St. Philips and St. Michaels, shall, directly or indirectly, purchase h1  att ,
or receive from any free person of color residing within the said froni tree yer-
parislies, any Cotton or Milled Rice, such shop-keeper or trader, shall, sof ,
for every such oftence, upon conviction thereof; be liable to all the of St. Phifips
penalties imposed by this act, on shop-keepers or traders liur- & St.Miiad
chasing from slaves, unless such free person of color shall have the
written permit. of his guardian to sell such Cotton or Milled Rice.

and in the fi/ty-ninth year of the Sovereignty and Indepen-

CHAPTER 5.-An Act to amend the Laws in relation to slaves and
free persons of color.
SECTION 1. Be it enacted by the Honorable the Senate and House Penalty for
of Representatives, now met and sitting in General Assembly, and teachingasive
by the authority of the same, If any person shall hereafter teach to read or writu
any slave to read or write,. or shall aid or assist in teaching any
slave to read or write or cause or procure any slave to be taught to
read or write; such person, if a free white person, upon conviction
thereof, shall, for each and every offence against this act, be fined not
exceeding one hundred dollars, and imprisoned not more than six
months; or if a free person of color, shall be whipped not exceed-
ing fifty lashes, and fined not exceeding fifty dollars, at the discretion
of the court of magistrates, and free holders before which such free
person of color is tried; and if a slave, shall be whipped at the dis.
cretion of the court, not exceeding fifty lashes: the informer.to be
entitled to one half of the fine, and to be a competent witnesis; and if
any free person of color or slave, shall keep any school or other place
of instruction, for teaching any slave or free person of color to read
or write, such free person of color or slave, shall be liable to the same
fine, inprisonmuent and corporal punislnoient, as are by this section,
imposed and inflicted on free persons of color and slaves, for teach-
ing slaves to read or write.
