shall he called-Anderson and govened -by taintendant and
four Wardens;-a majority. df whom shaill forn a council, to be
called the towri council of Anderson and by that name iavc

property, sue and be sued, iihplead and be impleaded, and en-
joy every right incident to ah itiecoporation.
Sc 2. 'Tlie said Intendatit and Wardens shall be peusons
who actu ally ieside within tlfe limits of the said corporhtion
andlhave soresided at least tielve m6nth iiinediately pre- Iatendant,
ceeding their election, aid own aifreehold therein. They a  widen
shal in the first instarice be elected on the third Monday i  o ected.
January hext, and on the second Monday of September sic
ceeding, and of every year thereafter, by ballot, the polls to be
opened at the coUrt house from 10 o'clock, A. M. untill two
o'clock, P. M. and every citizen entitled to vote for members
of the legislature of this State, and who shall have resided
within the linfits aforesaid sixdinntls imimediiately proceeding
said electioi,-or who ndt- hiving so-rcsided shall own a free-
old within -the said limits shall be entitled t6 vote at said
lectiori, bf which seven dais ublic notice shall be given, to
he conducted by three managers apipointed in the first inistance
by the Penrdleton delegation, and subsequently by the Inten-
dant and W ardeis for the time behig, and which maiiagers
