WHEREAS, Charles Pencil, a free person of color,
'formerly resident in the city of Charleston, hath exhibit-
ed his petition, praying for permission to return to this
State. And whereas it appears by the testimonials of ma-
ny of the good citizens of the said city of Charleston, that
the said Charles Pencil is a person of good character, and
belongs to a family who have done much public service in
the detection of the late servile rebellion in Charleston
[See. 1.] Be it therefore enacted by the Senate and
House qf Representatives now met and sitting in Ge-
neral AJssemlbly, and by the authority of        the same,
That the said Charles Pencil be, and he is hereby permit-
ted to return to and reside within this State, any law to
the contrary notwithstanding.
In the Senate Hlouse, the seventeenth dayl of December, in the year o, our
Lord, one thousand eiht hundred ad t'ent-four, and in hlejrty-
ninth year of the Independence qj' the United States qf .merira.

CHAP. 24.-An ACT to empower the Vestry-ncn aul Members 'of the
Roman Catholic church of' St. Peter's, of tli 'Town of Colunbia, to
establish a Lottery or Lotteries.
[Sec. 1.]   Be it enacted by the Honorable /he .S'e-
nate and Hou'e of      l'epresen/alives ?o.)w me7Pt (711 sit-
ting in General .ssembly, and by the authority of' the
the same, That the Vestry-mon and Members of the said
Church, for the time being, shall have power and atitl-ori-
ty, and they are hereby fully authorized and empower'd
toestablish a Lottery or Lotteries, and to proceed to the
drawing of the same, for the use, benefit, and suppnort of
thesaid Church: Providet[thesum of money to be raised
thereby shall not exceed ten thousand dollars.
