MTIAP. T.-An ACT to raise supplies for the year one thousand eight
hundred and twenty-four.
[.Sec. 1.] BE it enacted by the Senate and House of
RepCresentatives now met and sitting in General.2.sem- Tax to br
bly, and by the authority qf the same, That a tax for raised.
the sums and in the manner hereinafter mentioned. shall
be raised and paid into the public Treasury of this State,
for the use and service thereof; that is to say, thirty-seven On lands,
and a half cents, ad valorem, on every hundred dol- .ltCity
lars of the value of all lands granted in this State : the sum
of seventy-five cents per head, on all slaves of every des-
cription, and the sum of two dollars per head on all free ne-
groes, mulattoes, and mustizoes, except such as shall be
clearly proved to the satisfaction of the collectors, to be in-
capable from maims, or otherwise ofprovidinga livelihood,
between the ages of fifteen and fifty; and thirty-seven and
a half cents, ad valorem, on every hundred dollars of the
value of all lots, lands and buildings, within any city, town,
village or borough; and seventy-five cents per hundred
dollars on factorage, employment, faculties and professions,
and on the amount of commissions received by vendue-
masters and commission merchants, (clergymen, school-
masters, school-mistresses, and mechanics excepted) to be
ascertained and rated by theassessors and collectors through-
out this State, according to the best of their knowledge
and information, to be paid in specie, paper medium, or
the notes of the banks of this State.
See. 2. .dnd be it further enacted by the authority
oforesaid, That any person entitled to any taxable proper- Absentees to

of the United States, shall pay for the use of the State, a
three-fold tax on the same; but this clause shall not be
construed to extend to any person sent, or hereafter to be
sent abroad in the service of this State, or the United
States, until one year after the expiration of his commig-
