Representatives, in General Assemblyn met andeitting, That
from and after the passing of this act, the city council of
Charlestoin, be, and they are hereby vested with power to
pa   any ordinstrice or ordinances imposing a penalty or
penalties on*etilets of spirituous liquors selling without
alice'nce wvithin.the'corporate limits of the city of Charles-
toxi, and to recover, the same in the City Court, or any
other Court havirig jurisdiction of the amount of said pen.

Charleston neck.
WHEREAS the local situation of' Charleston neck,
, from the bounds of the city of Charleston to the northern
boundary 'of St. Philip's parish, renders the present exist-
ing patrol lawi' insufficient to protect the property of the in-
habitants of the said neck, and to control and keep in order
the numerous black population of the same, :nd others
travelling to atid from the city within the aforesaid limits:

House of Representatives, now met and sitting in General
