ESOLVED, That the comptroller's report, with the documents accompa-
nying the flame, as alib the ireafurers reports of the uppei- and. lower divifi-
ons, with the documents accompanying the fame, be-publifhed with the ads and re-
folutions of the-prefent feffion.

To the honorable the Speaker, and others, Members of the Houfe of Repre/entahives
of the fjate aforfaid, ike Complroller of the Revenue and Finances Reports-
T   HAT he commenced the duties of his office on'the 5th of March laft, of
which he gave immediate and general notice in the gazettes.
That confidering the fpeedy recovery of all debts due the fate, as an objeEt
of the firft imporiance, he immediately, in compliance with the 2d enading claufe
ofthe ad, eftablifning his office, and the 37th enading claufe of the ad ftipple-
mentary to the ad to eftablifh an uniform and more convenient fyfR  of judi-
cature, wrote letters to the attoiney-general,. and folicitors, of which the exhibit,
marked A, is a copy. That in confequence, he received returns of fhits, &c.
in behalf of tie flate, from thofe officers; but thefe returns do not all contain
fatisfaabry flatements of the caufes which have heretofore impeded the recoveryof
debts. The comptroller therefore obferves, -that bn examination, it has been
found, that thofe caufes are, in fome inflances, the remiflncs of fome of the offi-
cers who have been charged with the inflitution of fuits on lpecialtics; in fane,
iriterferences of the 1;Hiiature, changing the nature of contrads; but chiefly the
improper condua of flieriffs, generally, in whofe hands writs and executions have
been placed.  It is liberal, and (perhaps)juft, to fippofk, that under the former
arrangement of diftriais, the extenfivenels of fbme of them, rendered it pradicable
for debtors, in fome cafes, to cfcape the obfervation of the fheriffs; and that, to
this circumflance may be afcribed, the many returnsof nol eji inventus upon writs,
