Rcid, Robert M Robertson, Willian Johnson, Robert II. Brawley and Robert 1. Janison, and their successors in oflice, chosen and elected as herein- after provided, be, and they are hereby' created a corpora- tion and body politic, under the name and title of thC. Cominissioners of the town of Charlotte, with full power to make all by-laws, not inconsistent with the constitution of this State and of the United Statvs ; to contract and be con- tracted with ; to sue and be sueri, to purlcase, hold and con- vey real and personal estate ; to plead anl be imtpkaded by that natue and title ; and they are hereby invested with all powers and rights necessary (r iiually appertaining to mu- Aicipal corporations. That hereafter I-th board oi' conunissioners for said town -or Charlotic sha l c eoiiiposed of an Intendanlt ,f Police and six counussimoners ; the Intenlent of Police shall be elected anually and serve until another is lected and qualified; he shall be ex oficio president of the board of cominssioners, and have one vote therein. The six commis- sioners, (one of whom shall reside and continue to reside, whilst in office, in each of the great squares of said town, formed by the intersection of rrade and Tryon streets,) shall be elected annually and serve until their successors are eleted and qualified.
