CHAP. LXV.
An Act to emancipate Isaac, a slave.
Be it enacted by the General .Assembly of the Shtate of 'orth Car-
olina, and it is hereby enacted by the authority if the sane, 'lat Isane,
a slave, the property of Robert Belden, of the county of Cumberland, bed
and he is heteby, with the consent and at the request of' his said owneri
emancipated an d set rree; and, by the name of Isaac Belden, shall here-
after possess and exercise all the rights and privileges which are enjoyed
by other free persons of color in this State: Provided nevertheless, that be-
fore said slave shall he emancipated, his said master shall give bond and
good security, to tht Goveriior and his successors in olice, in the county
court of New Hanover county, that the ,.id slave shall hi estly and cor-
rectly demean himself as long as he shall remain in the State, and shall
not beonme a parish charge; which bond may be sued upon, in the name
of the Governor for the utime being, to the use of the pa: ish and of any per.
son injured by the mal conduct of said slave,

CHAP. LXVI.
An Act to authorize William L, Blount and hi asaciated to erect a
Brid.e across Great Contentnea Creek, near Washitigton's Ferry, on
said Creek.
Be it enrcred by the General./Issembh, of the State vf North Caro-
lina, andi it is hereby enacted by the authorily of the same, That William
L. Blount, of the county of Pitt, and such otler persons as may arssoci.
ate themselves with him, be, and they are hereby empowered and autthori-
zed to erect a bridge across Great Contentnea, near Wadhington's Ferry,
on sail creek, to extend from Blount's land, on the north side, to Wash-
ington's land. on the south side of said treek, to be known and called by
the name of Ilount's Bridge.
SEC. 2, Be itfurther encaeed, That in the construction of the bridge,
an arch or arches of sullicient length, shall be made in the most proper
place, so as not to obstruct the passage of any boat or boats that now are,
or hereafter may be employed in navigating said creek.
Sic. s. Be it further enacted, That any person or persons who shall
wilfully run any boat, flat or raft against the bridge, or shall make fast or
tie to the same, or who shall in other manner do any thing whereby the
said bridge shall be damaged. such persons so offending shall be subject
to double the amount of damages so done to the proprietors thereof, to be
recovered, by an action on the case, In either the County or Superior Courts
of the counties of Pitt or Lenoir.
