CHAP. LVI.
An Act to incorporate the town of Greensborough, in the county of
Guilford.
1ie it enacted by the General Assemrily of the State of North Car-
ohna, and it is hereby enacted by the authoriny of the sanc, That it -iall
be lawful fir the free white men, resilent in the boundi of the town of
Greensborough hereifier mentioned. who have attained the age of twen-
ty.one years, to meet on Thursday of February court, one thousand
eight hundred and thirty-seven, to be held for the county of Guilford,
anl on the same day in each and evry year thereafter, at some conve-
nieit place in said town, and vote for five discreet pi'sons to act as com-
mnissioners of said town for the term of one year from the day of said
election.
SEc. 2. Be it further enacted. That no person shall be eligible to
the office of commissioner, unless lie shall have constantly resided in
said town six monthis immediately preceding the day of election, and
shall have been seized of a lot of lanul in the bounds of said town for
six inonhs immediately preceding the day of election.
SEO. 3. Be ttfilrter enactedl That all free white men of (he age of
twenty-one years, who shall have constantly resided in said town for
six months immediately previous to the day of election, shall be entitled
to vote for said five commissioners.
SEO. 4. Be it fitrther enacted, rhat the persons thus elected comr
missioners shall, wiithin five days after their election, meet togetherand
appoint one of their body chairman of the board of con inssioners; and
all warrants and other legal proceedings, on behalf of the commission-
er,, shall be in the name of such chairman, during his continuance in of-
ice; and all legal proceedings against said commissioners, shall be serv.
ed in, or made known to the said chairman; and the said chairman, du-
ring his continuance in ofice, shall have power to institute and prosecute
all suits for the recovery ot penalties, or for other causes, in his own
name. as chairman.i The said commissioners shall have full power and
authority to make and enforce all such byc-laws, rules and regulations
as they may deem necessary for the bctter government of said ;wn, not
inconsistent with the constitution and laws of this State, nor of the
United States; and they shall have power to. impoise and collect fines
and penalties for the violation of any such bye-laws, rules or regulations.
Siac. 5. Be it further enacted, That the Eaid commissioners shall
have power to impose and collect taxes for the purpo.e of keeping in re-
pair the public pumps and the public clock, and for such other purpses
as they may dreen advantageous to the said town and the citizens tcre-
of: Provided. that the tax thus imposed shall not exceed the following
rates annually, to wit: six cents on every hundred dollar3 value of rea
estate, fifty cents on the white or black poll, and six cents on every hun-
dred dollars worth of goods, wares, and merchanidize purchased by any
merchant of said town within the year immediately preceding the first
day of April, in each and every year; and provided further, that the tax
