Be it further enacted by tho authority aforesnid, That one commissi-ner for said town of Newhern shall be electeI from each of the wards above s t foith, by the inhabitants thereof, who shall have been a retidcnt of such wird for tiree tnonthsi next preceding tie election, and iI othr respects eligible to bi a commissioner according to Iil laws now in force; d each inhabitait (i said. town, now entitled by law to vote in the election of comnmisioners, shill he entil tied tinder this act to tote for the comnissioners to be elecled fortle ward in which said voter resides, and for no other. Ill Be it fnthier evncnted by the aithority aforesaid,- That the sheriff of the countyof Craveiin holding tile unnual election for said commissioners, shall provide a box with five apartments, desimnated by the names of the wards, in which shlillhe depusited, respoetively,the ballots of the inhabitantsof said wards; and the commissioners thus elected, shall he subject to the same penalties and restrictions, and vested with the same powers, privileges, and exemptions, as the coinimission'rs of said town now are. I V. Be it further en icted by the authority aforesaid, That the persons who may front time to time he employed by the cominmissi iners l 'said town to composethe nighit watch, be, and they are hereby clothed wi h the jurisdictinnal limits of 1iq same, and subject to the sam' penahies, as constables of tht eountv of Craven nre or may be: provided that !his enactment shall not be construed irk an authority to said persons to extcuteeivil process in any case. V. Bo it further enated, That the said commissioners of Newbern, shall have power to lay, levy and collect a tax, not exceeding one dollar on the poll,' upon all the fetale slaves residing within the limits of said town, between the ages of twelve and forty five; and it shall bethe duty of each and every inha'iit tant of said t'wn, owning any such slave or slaves, to render a list of the same, under the same rules that are now required to be observed in rendering a list of taxable mnle slaves. VI. Be it further enacted, That all laws, coming within the meaning and purview of this act, be, and the same are hereby repealed. CHAPTER CXXVII AN ACT for the better regulation of the slaie labourers in the town and Port of \Valmington. Be it enacted by the General Assembly of the State cf Yorth Carolina, and it is hereby enacted by the aulhority of the sane. That it shall be law- ful for the commissioners of the town of Wilmington, on the application of the owner or owners of slaves, to grant a badge, or license, to such slaves, as they may deem expedient, to work out and carry on the labour of said town and port,, which badge or license shall entitle such slavw or slaves to work and labor ii said town and port, under the restrictions hereinafter provided, without being suhject to any penalty therefor. Be it further enacted, That the commissioners of said town, shall be entitled to impose on all slaves, who may apply for budges. such tax as they may deem expedient. not exceeding ten dollars for any one slave; which tax shall be up- plied to the use anid benefit of the said town. Ill.
