CHAPTER XCI, An act tn athri se thaCounty Courli't I tIde to orer .alI deeds, bills ot ate, diision of lands nild other inst iiei nm nt f Ii riting thait hive i been lost by ire, or otherwihe destroycd in tli itigister's Office, to lie iegistvre id anew, and for other pirpoieiI lie it cnacted bY the General .Isaenblly of the State 0f North-Carolila. and it is herdhy enacted bi /he authority of the same, I'hat in all cases where any of the books belonging to the Register's office of the county of Hyde, wherein deeds, bills ot sale, divisions of lands or other titles have been, or may hereafter be registered, shall have been lost by fire or other- wise destroyed, the person or persons claiming such title or titles, shall ap- ply to the County Court, and the said Court shall order said deed, bill of sale or other instrument tube registered anew; and in all cases the former probate shall be evidence of title;. which instrument, when so registered, shall be as valid in law as the former records had they never been burnt or destroyed. II. And be it further enacted, That the said Court is hereby authorised to employ some person or persons to transcribe, in well bound books, all the dockets belonging to the said Court, where the same may appear necessary; and the said dockets, when so transcribed. shall be as valid in law as the for- mer records of said Court are now, or hereafter may be; any law, usage ov custom to the contrary notwithstanding. CHlAPTER XCII. An not for the ietter regulatini of the towan of Newhern and Wilmington, Wanus11RA, it has Ueen found necessary to the citizers of the towns of New- bern and Wilmington, owing to the difficulty of obtaining white labourers, to permit slaves, under certain regulations, to work out as day labourers in said towns; and whereas doubts are entertained as to the powers of the com- nhissimers of said; towns to authotise slayes to hire their time and work out as aforesaid: le it therefore enacted by the General.11ssenbly of the State of NTlorth- Carolina, and it is hercby enacted by the authority of the same, That it shall and may be lawful for the conumnissioners of the said towns of Wilrning- ton and Newhiern to grant permission to such number of slaves, as in their discretion they may deem necessary, to work out in said towns; and every slave so permitted to hire his or her time, and to work out in said towns, shall receive and wear a badge as required by the several acts of Assembly heretofore passed for the regulation of said towns; and for everysueb badge the owner or master of such slave shall pay such sum or sums. as the com- missioners may by ordinance from time to time think proper, to assess. 11. .I1ndbe it further enacted, That the badge issued as aforesaid, shall en-. :title the %i earer thereof to hire his or her time; and it shall, be lawful for any. person to employ him or her withinthe limits of said towns, or on the rivers Neuse and Trent or Cape Fear, for any purpose connected with the shipping interest or commerce of said towns: Provided, that nothing herein contain- -ed shall be construed so as to permit said slaves to work on the land or to -work at any employment except to work in boats owned on said river by ewhite persons, and to assist in loading and unloading said boats.
