CHAP. CXXIX.
An act to removea sep-re election in the cotn'ty of Stokes.
BBit enacted b the General Assembly or the State of North. Carolna, andit 'is hereby enacted by the au-
thority of he same, 'I hat the seperate election heretofore esmbbhhed and held at the house of Johr
Ilutchings i.n the-cbunty of Stokes, be removed to such other place as the commissioners bet eafter nam-
ed shall;ppoint, and shallbe there held at the times and f1r the purposes and under-the same rules, regula-
tiousandrestrictions which thesaide ection has hete;o re buen hId at the said John 1lu hings.
11. And be it further enacted by the authority aforesaid, fhomas Car, Rudy Fiynt and Charles A, gel,
he, and they are hereby appointed commissioner, with full power and authority to fix on some other suit-
able and convenient place for holding the said seperate election hereby removed, and when so fixed on
the said commissioners ire hereby required to make report of their proceedings to the county court of
Stokes, to be held on the second Monday of June next.
CHAP. CXXX.
An act making allowance to witnesses attending Cumberland Superior and County Courts.
BE it enacted by the General .dssembly of the State ofNozth-Carolina, and it is hereby enacted by the au.
thority of the same, That all witnesses who may hereafter attend the superior or. couoty courts of Cum-
berland io any suit, shall be entitled to receive ten shillings for each days attendance, and four pence per
mile for travelling to and from court.
CHAP. CXXXI.

BE it enacted by the General Assembly of the state of North-Carolina, and 'it is hereby enacted .by the
authority of the same, That Hinnah Howe. J-ihn Howe, Balaam Howe and Sally Howe children of Ba-
aiam Howe and Lucy his wife, of the county of Brunswick, be, and they are hereby emancipat-rd and set
tree, and shall be entitled to all the rights and privileges of free persons of color within this state in as
full and ample manner as if they had been born free.
CHAP. C.XXXII.
-     An act to appoint commissioners for the tow, and port of Swansborough.
BE it enactedby the General Assembly of the State of North Carolina, and it is hereby enacted by the au-
thority of the. same, That William Mitchell, William P. Ferrand, Bazel R. Smith, John S. Jones and
Richard Stefens, be, and they are hereby appointed commissioners oh the town and port of Swansbo-
rough, with all the powers and authority which are already given by law to other commissioners of any
town and port within this state.
CHAP. CXXXIII.
An set to amnend an act passed in the y';ar one thougand eight hundred and five, chapter eighty.nineth, entitled  'an act to establish
two separate Elections in the county of Chatham and to alher the mode of holdingElmections in said county.'
WHEREAS, under existing circumstances, doubts are entertained as to a true construction of the a-
b',ve recited act and dificulties often present themselves owing to the impropriety of not closing the
polk at the court-house dfthe county aforesaid on the 'day of election before sun set, thereby subjecting the
inspectors and others-to ge eat trouble and inconvenience, when at the several seperate elections of said
cunty, the polls are closed at the hour of four o'clock in the afternoon of the day on which the election
is held, to accord in proceedings at the court-house with the course pursued at the seperate elections and lo
remove all doubts and-to remedy every inconvenience.
BE it enacted by the General Ass embly of the State of North Carolina, and it is hereby enactedby the au.
thority of the same, That the election directed to be held by the before recited act, as well that at the court.
house as those at the places of seperate election shall be opened at ten o'clock in the fore noon, and cl. sed
at four o'clock in the alternoon on the day directed for holding the same by said act, any law to the con-
trary notwithstanding.
CHAP. CXXXIV.
An act to authorize the county court of Duplin to appoint commissioners to layoff a town on the publit lands in said county,
BE it enacted by the General Assembly of the State of North-Carolina, and it zs hereby enacted by the aut
thort of the same, That the county court of pleas and quarter sessions for the county of Duplin, be,
and thel' are hereby authorized and directed to appoint commissioners as soon as they may deem it expe-
dient for the purpose of laying off a town on the public lands in said county, which town when so laid oif
agreeably to the directions of a majority of said commissioners shall be called and known by the name of
Kenansslle, and the said commissioners shall lay off the said lots of such size as the said court may 'di-
rect with suitable streets or allies, and the said commissioners are hereby directed toreturn a fair platt and
full representation of the said town, particularly designating the lots agreeable to their number, and also
the streets and allies appertaining thereto, to the clerks' office of said county, and it shall be the duty of the
said clerk to record the same in'the books of his office, open to the inspection of an person at any time
concerned, and thereupon the said commissioners are hereby directed to make 3ale of the said lots at auc-
tion to the highest bidder, after giving public notice thereof, and the money arising-from the sale of the
same shall be by the commis sioners paid over to the treasurer of the public buildings of said county, who
shall apply the same to the ddraying the expenses of building the new court-house in said county, and the
commissioners shall be entitled to receive adequate compensation for their services to be fixed upon and
allowedby the court of said county; said commissioners shall reserve 'so many lots contiguous to one ano-
ther as shall make one acre of ground for the public uses of said county.
CHAP. CXXXV.
An act to increase the penalty on those residing in the town of Salem in the county of Stokes who rail to attend and work on the
public roads and highways.
BE it enactedbg the General Assembly of the State of North-Carolina, and itis hereby enacted by the au-
thority of the same, Trhat from and after the passage of this act, each and every person residing Wichin
the limits of the teorn of Salem,) in the county of Stokes, -who by the present existing laws is bound to
