IV. And be itfurther enacted, That this Act shall have operation and be in force immediately after the Ratification thereof. CHAPTER XVI. An Act directing the duties of the Secretary of State in certain cases, and more effectually to provide for. the safe keeping of the Public Records, Books and Documents. BE it enacted by the General Assembly of- the State of .orth- Carolina, bid it is hereby enacted by the authority of the same, That it shall be the duty of the Secreta- ce(.tnin pa. ry of State to collect atll the Books and Documents, received; and intended'for'the Pers, books, & use of the Legislature from the Executives and Legislatures of the several States, doeculyieiits to he collected & and the Acts and Journals of Congress, together with the Public'Documents receiv- bound up, &c. ed from the Executive and the Congress of the United States; also all the Treaties entered into on the part of this State; the Laws, Acts and Journals of the General Assembly, and all other Books and Documenti, received and intended for the use of the Legislature'; all which Books and Journals, Laws and Documents, not alrea- dy well bound and lettered, shall be neatly bound, lettered and numbered, under the direction of the Secretary of State, who shall place the same in his office in a Book Case, to be procured by the said Secretary for this pairpose: And the Secretary shall iaprt tile make a catalogue of all the books, documents, laws, acts and journals, hereby direct- next Assembly ed to be by him collected and preserved, and report the same to the next General Assembly, and the said books and documents, shall be kept for the use of the Mem- bers of the General Assembly, Heads of Departments and Judges of the Supreme Courts only ; and shall be lent and returned under such rules and regulations as the Secretary Shall from time to time establish. Treaties to II. State, and preserve the same as a rec6rd thereof : And for this service as well as o- ther zervices imposed upon the Secretary of Siate by this Act, he shall receive a compensation to be estimated by the Governor, Treasurer and Comptroller, and to be paid by the Treasurer upon their certificate; and the expences of the Book Case directed by this Act to be procured, shall be stated at large by the Secretary and up- on its being filed with the Treasurer, shall be by him discharged. III. BE it further enacted, That in all cases not already provided for by law, the secretary's Secretary of State shall receive the same fees for copies of records from his office, vees, that are allowed by law to the Registers of the several counties in this state. CHAPTER XV1I. An Act to repeal so much of the sixth section of an Act, passed.in the year 1783, entitled -an Act'forfa- cilitating the navigation and regalating the pilotage of the several ports.of this Sute, as permits Negro Slaves to act as pilots, and for tither purposes: BR it enacted by the General Assembly of the State of North- Carolina, and it is hereby enactedby the azuthotity of the same, That so much of the sixth seciion of an 13*es iti act passed in the year 1783, entitled an act for facilitatiig the navigation, and re- act ai Pilut. 'tlating the pilotage of the several ports of this State, a- provides that Negroes, af- ter performing certain requisites therein mentioned, shall be entitled to a certificate to act as Pilots, he, and the same is hereby repealed and ide void. . II. And be it further enacted, That from 'and after the passing of this act, if any Penalty. Slave or Slaves shall, with the knowledge or consent of his or their owner, and not -iccompanied by a Pilot, go off to any ship or vessel for the purpose of bringing Aich ship or vessel over any bartor inlet'of this State, or shall pilot, any such ship or vessel out and over any bar or inlet, the owner of such Slave or Slaves shall forfeit the val- ue of such Slave or Slaves, to be recovered iin any Court having cognizance thereof, one half to the person suing for the same, the other half to the use of the County wherein the owner resides. CHAPTER Xvill. An Act for better regulating Apprentices.
