Hooper the land warrant or county scrip so erroneously located, if the same is practicable-said mistake as to said lands being clearly shown to exist ; and in case the re-issuance of said land warrant or warrants is impracticable, then it shall be the duty. of said Secretary to give to said Hooper the certificate of such mislocation of said warrant or warrants, spicify the lands so erroneously located, and the amount or value of said warrant or warrants ; whereupon, it shall be the duty of the Auditor of Public Accounts to issue in favor of said Johnson 1\U. Hooper, or his order, upon the presentation of such certificate, his war- rant upon the State Treasury for the amount as specilied in said certificate. # SEC. 2. Be it further enacted, That this act shall take effect and be in force from and after its passage.. Approved, Jan. 24, 1860. CHAPTER CCII. AN ACT for the relief of William Webster, a free man of color. SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That William Webster, a free man of color, residing in the county of Tallahatchie, be, and he is hereby authorized to become the slave for life of Dr. Atherald Ball, of said county, and for that purpose may apply to the police court of said county, by petition or otherwise, setting forth his desire to become such slave. SEC. 2. Be it jurther enacted, That should th3 said Ball appear in said police court at the time of the said application by the said Webster, or at any future time, and signify his assent to become the master of the said William Webster, it shall be the duty of the said police court to order and decree the said William Webster the slave for life of the said Atherald Ball, as fully, to all intents and pur- poses, as other slaves are held in fee simple in this 259
