And be it further resolved, That His Excel- lency, the Governor, be requested to forward a copy of this report to the President of the United States, to each of our Senators and Representatives in Congress, and to the Governor of each of the States. Approved March 6,1850. CHAPTER 353. REPORT of the Committee on State and Federal Relations, on the Special Message of the Governor. MR. PRESIDENT-The joint select committee on Federal and State Relations, to whom was referred the special message of the Governor, with the letter of our Senators and Representatives in Congress, on the subject of the admission of California into the Union as a State, have had the same under consider- ation, and have instructed me to report the following resolutions, and recommend their adoption: Resolved, That the expositions and views express- ed by the convention of the people of Mississippi, as- sembled in convention on the first Monday of Octo- ber last, and in the address of their committee, merit and receive our hearty approbation and commenda- tion. Resolved, That it was the duty of the last, as it is the duty of the present Congress of the United States, to provide territorial governments for California, and the other territories acquired from Mexico-all the citizens of the United States residing in or removing to said territories, the guaranties of the constitution for the protection of their civil and political rights, as recognized by its provisions. Resolved, That the exercise by the government of the United States, of a silent and passive jurisdiction over the territory of California, in consequence of the failure of Congress to provide laws for the gov- ernment of said territory, and for the equal and in- discriminate protection of all the citizens of the Uni- ted States removing to said territory with.their pro- perty, is in the highest degree unjust towards the people of the slaveholding States, by deterring them 526
