money collected as a special county tax from the
persons and property in any of the new counties
adjoining contiguous thereto, at the time of collect-
ing the same; and when so ascertained, it shall be
their duty to pay the amount that has been so col-
lected to the proper county treasurers of the re-
spective counties; and the certificate of said col-
lector and the receipt of the proper county trea-
surers shall be a sufficient voucher for so doing,
the proper commissions f6r assessing and collect-
ing the same being first deducted.
SEc. 4. And be it further enacted, That this
act shall be in force and take effect from and after
the passage thereof.

EMANCIPATION.
CHAPTER XXXIX.-An act to emancipate Indiana Osborne.
Whereas, it is represented to the Legislature that
Samuel H. Osborne, of the county of Hinds,
has recently purchased an infant child whom he
believes to be the issue of white parents, who
have procured said child to be brought to this
State and sold as a slave; and whereas, also, the
said Samuel H. Osborne has expressed to this
body his desire to emancipate said slave, whom
he calls Indiana Osborne, to educate her and re-
store her to her natural rights; and whereas, the
disposition of the said Samuel H. Osborne,is
philanthropic as a man, honorable as a citizen,
and evincive of a sacred regard to liberty; and
whereas, said child being presented to view of
the Legislature, it is the sense and opinion of the
Legislature that said child is the offspring of
free white parents;
