Sec. 3. And be it further enacted, That the said trustees shall have power to fill any vacancy which may occur from time to time in their body, or di- porers rect how such, vacancy shall be filled; and they may make such by-laws, rules and regulations as they may deem necessaryfor their government~and for the interest of said institution, not repugnant to the constitution and laws of this State, or of the United States. Sec. 1. .Be it enacted by the Senate and House of Representatwes of the state of Mississippi, in General Assembly convened, That the ninety-eighth chapter of the Revised Code of the Stite of Mis- sissippi is hereby declared to be in full force and effect. Sec. 2. 4nd b'e it firther enacted, That it ,shall be the duiy 9f the' several militia officers com- manding companies, to appoint, once in every three months, patrol detachments in their respective beats, agreeably to the ptovisions of the act to which this is an amendment.
