MILITIA AND MILITARY: RELEASE OF PRISONERS.
CONCURRENT RESOLUTIONS memoralizing the President of the United States
WHEREAS, The armies of the Southern States lately in rebellion against
the authority of the United States Government have been disbanded, and
the soldiers constituting those armies have been permitted to go to their
homes and enjoy the privileges again of citizens, and
Wherea8, a large number of prominent officers of the late rebel army,
as well as civilians, have received pardon and amnesty at the hands of the
President of the United States, while at this time thousands of our brave
and loyal defenders of the Union are incarcerated in the various prisons
of the country for trival offenses and violations of military law, the nature
of which offenses are slight in comparison with the dark record of murder,
robbery and treason committed by the aforesaid rebels; therefore,
Be it re8olved by the House of Representaties, the Senate concurring
therein:
That a committee of three be appointed by the Speaker on the part
of the House and two by the President of the Senate on the part of the
Senate, whose duty it shall be to prepare a memorial to His Excellency,
Andrew Johnson, President of the United States, and Commander-in-Chief
of the armies thereof, properly setting forth the facts that while those who
have tried to destroy our government and who have committed the great-
est crimes known to humanity have been pardoned and are now enjoying
all the rights of citizens, many of our brave Union heroes are now suffer-
ing in disgrace and shame, and ought in consideration of the services they
have rendered to their country to be pardoned and permitted to return to
their homes and enjoy the liberties they have so nobly fought to maintain.
Resolved further, That said committee be instructed to present in said
memorial that it is the earnest desire of this legislature that these Union
soldiers be set at liberty or at least that a speedy trial be given those who
have been accused of offenses but who have not yet been permitted to de-
fend themselves before the proper tribunals.
MILITIA AND MILITARY: ROLLS OF.
Besolved by the Senate, the House of Representatives concurring therein:
That the rolls of the six months' militia, now deposited in the office of
the State Auditor, be delivered to the Paymaster General that he may pay
any claims remaining due thereon.
