provided for in said section shall be appointed by the Governor, and all
vacancies occurring in said board of commissioners shall be filled by ap-
pointment by the Governor.
§ 2. The commissioners appointed by the Governor shall, in all respects,
have the same power [and] authority and continue in office for the same
length of time and receive the same compensations, as if they had been
elected by the board of the common council of the city of St. Louis in
conformity with the act to which this is amendatory.
§ 3. This act shall take effect from and after its passage.

ST. LOUIS: COLORED CHILDREN.
AN ACT providing for the education of colored children in the city of St. Louis.
Be it enacted by the General Assembly of the State of Missouri, as
follows
§ 1. The board of president and directors of the St. Louis public schools
shall make suitable provision for the education of the colored children of
said city.
§ 2. All acts or parts of acts conflicting with the provisions of this act
are hereby repealed.
This act to take effect and be in force from and after its passage.
Approved January 14, 1865.
SMITHTON: CHANGE OF NAME.
AN ACT to change the name of the town of Smithton, in Pettis county, to Smith City.
