WHEREAS, The Congress of the United States, upon the special recom-
mendation of the President, has, at its present session, adopted a
joint resolution in the following words, to wit: Resolved, That the
United States ought to codperate with any State which may adopt a
gradual abolishment of slavery, giving to such State aid, to be used
in its discretion, to compensate for the inconvenience, public and
private, produced by such change of system; be it, therefore,
Resolved, 1st. That in the opinion of this Convention the proposition
contained in the said joint resolution adopted by Congress and approved
-, A. D. 1862, is entitled, as well from its eminent source as from its
intrinsic importance, to deliberate and respectful consideration.
. Resolved, 2d. That while a majority of this Convention have not felt
authorized to take action with respect to the grave and delicate questions
of private right and public policy presented by said resolution, yet this
body desires to recognize the liberality therein displayed by the Govern-
ment of the United States and to express its profound appreciation thereof.
Resolved, 3d. That the Governor be and he is hereby requested to
transmit properly authenticated copies of the foregoing resolutions to the
President of the United States and to the presiding officers of the Senate
and the House of Representatives.
The above resolutions were adopted by the Missouri State Convention
on the 14th day of June, 1862.
