The city of Carondelet shall have power to erect, construct and organize a work house in St. Louis county; and any person who shall fail or neglect to pay any fine or forfeiture, or costs imposed on him by any or- dinance of the said city of Carondelet, for any misdemeanor, or breach of any ordinance of said city, may, instead of being cummitted to the jail of the county, be committed to the workhouse of said city until such fine, for- feiture and cost be fully paid: Provided, however, Thatno such imprison- ment shall exceed the period of six months for any one offense: dzd pro- vided, also, That nothing in this act shall prevent any such person from being committed to the workhouse of the city of St. Louis, until the city of Carondelet shall erect, construct and organize a workhouse. § 12. Every person so committed to the workhouse of either of said cities shall be required to work for the city to whose workhouse he may be committed, at such labor as his health and strength will permit, within or without said workhouse, not exceeding ten hours each day ; and for such work and labor the person so employed shall be allowed, exclusive of his board, fifty cents per day for each day's work, which amount shall go towards paying such fine and costs. § 13. Until the first day of April next, the number of wards in the city of Carondelet shall only be three as heretofore ; and the number of Council- men shall only be six, that is to say, two from each of said wards ; and the six Councilmen who shall be in office qt the time of the passage of this act, shall continue in office as Councilmen under this act until the first day of April next. § 14. All persons who shall be in office under the city of Carondelet, at the time of the passage of this act, shall continue in office under this act until the first Monday in April next, and until their respective successors shall be duly elected or appointed. § 15.
