Town of Bloomfield incorporated; boun- daries of corporation; general powers of corporation; may acquire, hold, and convey property for t e interests of the inhabitants thereof. 2. Who corporate powers vested in. 3. How Mayor chosen; term of office; qualification of Mayor. 4. Term of office of Councilmen; qualifica- tion of Councilman. 5. Town Council, how constituted; Coun- cil shall choose a President pro tem.; his duties and term of office. 6. Council to appoint Clerk; his duties. 7. Council to fix the time and place for holding stated meetings. 8. Style of ordinances; how attested; shall be published, and shall be di- gested. 9. What to constitute quorum of Council; may compel attendance of absentees; may determine rules of their pro- ceedings; may expel member, etc. 10. Authorized to levy and collect poll tax, and tax all property. 11. Further of the powers and duties of Council. 12. Fnrther provisions as to powers of Council. 13. Shall appoint Street Overseer; who re- quired to work on streets. 14. Provisions in reference to paving and repairing streets. 15. Further of the powers of Council as to the power of levying and collecting taxes. 16. Council to appoint certain officers, pre- scribe their duties, and provide for their removal, and fix their compen- sation; may require bonds of officers. Be it enacted by the General .d1ssei follows: § 17. Powers and duties of Mayor. 18. In case of vacancy in office of Mayor, who to discharge duties of Mayor. 19. Powers, duties, and jurisdiction of Mayor in civil and criminal cases; his fees of the proceedings in and ap- peals from Mayor's Court; further of the jurisdiction of Mayor. 20. In case of vacancy in office of Mayor, who the powers and duties specified in the preceding section to be exer- cised by. 21. Constable to be chosen; his powers and duties. 22. Assessor to be chosen by Council; his term of office, and powers and duties. 23. How vacancies filled. 24. When general election for town officers to be held. 25. Council to appoint Judges of election, and prescribe their duties. 26. All officers to take oath. 27. Citizens of said town competent jurors in suits where corporation is a party. 28. Real estate sold by virtue of any ordi- nance may be redeemed, how, and on what terms. 29. Provisions in reference to additions made to said town. 30. This act a public act. 31. Mayor may issue his writ for arrest of offenders upon oral complaint. 32. Citizens exempt from working on roads, or paying taxes therefor. 33. In case of failure to hold first election as provided for in this act, election may be held some other time; who to give notice of election, and how. 34, Acts inconsistent with this act repealed. mzbly of the State of Missouri, as § 1. That all that section of country in the county of Stoddard contain- ed within the following limits, to wit: Beginning five chains north of the north-east corner of section No. twenty-three, in township No. twenty-six, north, of range ten east; thence west fifty chains; thence south sixty-five chains ; thence east sixty chains ; thence north sixty-five chains ; thence west ten chains, to the place of beginning, be and is hereby created into a town by the name of Bloomfield, and the inhabitants thereof shall be and are hereby constituted a body politic and corporate with perpetual succession, by the name and style of the Town of Bloomfield; and by that name be competent to contract and be contracted with; to sue and be sued; to plead and be impleaded; to answer and be answered, to defend and be defended, in all courts and places whatever, with full power and authority to acquire, hold, use, occupy and enjoy any real or personal property or estate within the limits of said town ; and the same to improve, protect, lease, sell, con- vey and dispose of, and to do all other things in relation thereto as natural persons ; and may have and use a common seal, and the same may alter, change, and break at pleasure. 301
