The inhabitants of the city of Alexandria are hereby exempted frorn working on any road beyond the limits of toe city, and from paying any tax to procure laborers to work on the same ; and the City Council shall by or- dinance open and keep in good traveling repair all public roads which may be deemed necessary for the public convenience within the limits of the city. § 2. The City Council shall cause to be published annually a full and complete statement of all moneys had and received and expended by the, corporation during the preceding year, and on what account received and ex- pended. § 3. All ordinances passed under former charter, not contrary to the pro- visions of this charter, shall remain in full force and effect. § 4. This act is hereby declared to be a public act, and may be read in evidence in all courts of law and equity in this State, without proof. § 5. The City Marshal, or any other officer authorized to execute writs, or other process issued by the Recorder, shall have power to execute the same- anywhere within the limits of Clark county, and shall be entitled to the same- fees for traveling as are allowed to Constables for similar services. The boundary of the corporate limits of the city of Waverly shall be as follows, to wit: Commencing at a point in the main channel of the Missouri river directly opposite the north-east corner of the present town of St. Thomas, as shown in the recorded plat of said town; thence in a west- erly course up the main channel of said Missouri river until a, point is reached opposite the line between the lands of William Shelby & Co. and the lands of John D. Thomas ; thence to the shore and along said line south
