AN ACT in relation to Drain Shops In the counties of Wayne and Butler.

Be it enacted by the General Issembly of the State of Missouri, as
follows :
S 1  That hereafter the County Courts of Wayne and Butler counties
shall not grant a dram shop license to keep a draun shop, unless the person
applying for the same take and subscribe an oath that he will not directly or
indirectly sell or give any intoxicating liquors or drink of any kind to any
slave or minor without permission in writing from the master, owner or
overseer of saidl slave, or the guardian of said minor.
§ 2. That the affidavit mentioned in the preceding section shall be filed
in the office of the Clerk of the County Court in the county where the  t -
plication for a dram shop liceuse shall be made, and become a part of te
record of said court.
§ 3. The Judge of the court having criminal jurisdiction in said coun.
ties shall give this act in special charge to the grand jury at each term of
the court.
This act to take effect and be in force from and after its passage.

TilERRA. , It is hereby represented to this General Assembly that the citi-
zens of Wayne and Butler counties were, in the year eighteen hundred
and fifty-six, fully organized under the school law, but in consequence
of the failure of the County Court of Butler county to appoiat a County
School Commissioner, they were deprived of their just apportionment
for the year A. ). eighteen hundred and fifty-six ; and in consequence
of the neglect of the County School Commissioner of Wayne county,
the citizens of said county were also deprived of their just apportion-
ment of school moneys for the year eighteen hundred and fifty-six;
